ci(app): install Rust toolchain on Ubuntu 22.04 builds

The workflow now sets up a Rust toolchain only for the Ubuntu 22.04 runner. This ensures Rust-based components can compile reliably without affecting other platforms. - Add conditional Rust toolchain install for ubuntu-22.04
